(a) Improvements in Connection Handover signalling, on RFP and PP.
(b) Improved PP PLL stability in the presence of noisy communications from the RFPs.  This improves timing and carrier stability.
(c) On the PP, an increase in the timeout value for staying on one channel.
This was originally 7200 seconds for ease of testing, and we increased it to 28700 seconds, i.e. a little less than the allowed 8 hours (28800 seconds).
