Readme for Layout Designer v3.8

1. Layout Designer requires Microsoft .NET Framework 3.5 Service Pack 1
 to be installed on the system.  If it is not already installed, then the 
 Layout Designer installer will use The supplied "dotnetfx35.exe" to install it.

2. To use the Multiviewer Web Interface, you will need a browser that supports
 Microsoft Silverlight.  Open up a web browser and type into the URL the IP
 of the Multiviewer as follows:

 http://w.x.y.z (where w.x.y.z is the IP address of the Multiviewer
