[BUG FIXES]
1.      Fixed race condition when modifying audio mode on PST then immediately
        pressing TAKE.  PGM would be the old audio mode not the new but the 
        control panel would status correctly. FIXED

2.      EAS Engine would prematurely terminate the crawl in sage mode.
        Problem was GPI for ALERT_PLAY going away would generate a 
        EAS STOP command mimicking a push of the LOCAL EAS BUTTON going 
        OFF which shuts down the crawl as soon as possible. FIXED.

3.      Audio Modes and saved configurations would break if more sources
        were added after the panel config is saved.  Fixed by clearing
        saved panel configs each time the encoding is updated.

4.      Fixed problem with preroll display.  Broke it when I did the 
        50/60Hz updates for clocks
